Basement Suites and Garden Suites in Victoria, BC

A legal suite can help with the mortgage, house a family member or add long term value to your property. With housing in Greater Victoria as tight as it is, more homeowners are turning unfinished lower levels into self contained suites, or building a detached garden suite in the backyard. Cool Construction Ltd plans and builds lower level suites and garden suites across Victoria, Saanich, Esquimalt, View Royal, Oak Bay, Langford and Sidney.

A suite is more complex than a typical renovation. It has to meet the BC Building Code for fire separation, exits, ventilation, ceiling height and smoke alarms, and it has to pass municipal inspections. Our team, which includes a Level 3 Red Seal carpenter, handles the planning, permits, construction and inspections so you end up with a suite you can rent or use with confidence.

Suite projects we build

• Lower level and basement suites in existing homes

• Converting an unpermitted suite into a permitted, code compliant suite

• Detached garden suites and backyard cottages

• Suite kitchens, bathrooms and laundry

• Separate entrances, egress windows and exterior stairs

• Fire and sound separation between units

• Lower level waterproofing and perimeter drainage before finishing

Our suite renovation process

1. Site visit and feasibility. We look at ceiling heights, entrances, windows, drainage, plumbing and electrical capacity, and check your zoning and municipality, then tell you honestly whether a suite is realistic and what it will involve.

2. Budget and scope. We give you a written scope and estimate range, including design, engineering, permit fees and any upgrades the house needs.

3. Drawings and permits. We coordinate the drawings and, where required, engineering, then prepare and submit the building permit application to your municipality.

4. Prep and dry out. Before finishing a lower level, we deal with moisture. That can mean perimeter drainage, sealing, or regrading so your new suite stays dry.

5. Framing and rough in. Framing, fire separation, plumbing, electrical, heating and ventilation rough in are completed, then inspected.

6. Insulation, drywall and finishes. Insulation and sound control, drywall, flooring, kitchen, bathroom and laundry are installed.

7. Final inspection and handover. We arrange the final inspection, walk the suite with you and hand over a finished, permitted space.

How long does a suite take?

The timeline depends on the scope of the work, the condition of the house and your municipality. Design and permit approval come first, and how long they take depends on the municipality and how complete the application is. A detached garden suite is a larger project than a lower level suite. Your written estimate includes a project specific schedule.

How much does a basement suite cost in Victoria?

Suite costs vary widely with the condition of the house, how much of the space is already finished, and how many upgrades are required for code. In general, suite projects fall into three types:

• Bringing an existing unpermitted suite up to code

• A new one or two bedroom lower level suite in an unfinished basement

• A detached garden suite, where size and site have the biggest effect on cost

Drawings, engineering, permit fees, drainage work and electrical service upgrades can be significant. We provide a free written estimate after seeing your home and list these clearly so you can compare options and plan your financing.

Suite rules and notes for Greater Victoria

Rules depend on your municipality. The City of Victoria, Saanich, Oak Bay, Esquimalt, View Royal, Langford and Sidney each have their own zoning, permit and inspection requirements for secondary suites and garden suites. Provincial housing legislation passed in 2023 has broadened where suites and additional units are allowed on many residential lots, but the details still depend on your lot and municipality. We check what applies to your address before you commit.

BC Building Code requirements. A legal suite needs proper fire separation between units, interconnected smoke alarms, safe exits, adequate ceiling heights, ventilation and separate or properly protected heating. Older basements often need work to meet these requirements, and we plan for it from the start.

Water and drainage. Lower levels in Victoria's older homes are prone to dampness, especially through our wet winters. Failing or missing perimeter drains are common. Finishing a basement without solving water problems first is the most expensive mistake we see, so we assess drainage as part of every suite project.

Older homes and hazardous materials. Homes built before 1990 can contain asbestos in materials that will be disturbed during a suite renovation. BC safety rules require a hazardous materials survey before this work, and we plan for testing and safe removal where needed.

Electrical and heating capacity. Adding a kitchen, laundry and heating for a second unit can push an older electrical service over its limit. We check capacity early and include panel or service upgrades in the plan when needed.

Do you build legal secondary suites?

Yes. We build lower level suites and garden suites designed to meet the BC Building Code and your municipality's requirements, with permits and inspections.

Can you legalize my existing basement suite?

Often, yes. We assess the existing suite, list what is needed to meet code, and give you a scope and estimate to bring it up to standard.

Is my basement tall enough for a suite?

It depends on the existing ceiling height, beams and ducting. We measure during the site visit and explain your options, which can include lowering the floor in some cases.
